3 Killed in Afghan Capital Blast


Afghan officials say a bomb blast has rocked the capital, Kabul, killing three people.

The attack Tuesday comes on the day the international military coalition is holding a ceremony marking the beginning of the final phase of security transition to Afghan forces across the nation.

Authorities say a lawmaker, Mohammed Mohaqiq, was the target of the blast near the Independent Human Rights Commission. The lawmaker was unhurt.

The Taliban has been executing an intense campaign of violence in the run-up to Tuesday's handover.

The transition is a major milestone of the 12-year-old war.
