9/11 Panel Says Government Anti-Terrorism Efforts Falls Short

A published report says members of the commission that investigated the September 11 terrorist attacks have criticized the federal government for failing to act on many of the panel's recommendations to prevent another terrorist attack.

The New York Times says members of the commission will release new, privately financed report on Thursday that is critical of the Bush administration and Congress.

Timothy Roemer, a former Democratic congressman and a member of the bipartisan panel, is quoted as saying the Federal Bureau of Investigation will be singled out for not carrying out promised reforms.

The Times says the White House is also criticized for not doing enough to defend civil liberties and privacy rights.
