President Bush will pay tribute to the Hungarian people Thursday during ceremonies in Budapest to mark the 50th anniversary of the Hungarian Revolution against Soviet rule.
A White House spokesman says Mr. Bush plans to use Hungary as a democratic example for other nations to follow.
Mr. Bush arrived in Budapest Wednesday after a day-long U.S.-European Union summit in Vienna.
He praised EU leaders for their cooperation in building democracy in such areas as the Balkans.
Mr. Bush acknowledged European concerns about the terrorist detention center in Guantanamo Bay, Cuba.
He said he also would like to see the facility shut down but called some of the suspects held there "cold-blooded killers." He said it is up to the U.S. Supreme Court to decide how to try them.
Hungarians rose up against the Soviet-dominated government in late 1956. The Kremlin sent tanks into Budapest, crushing the revolution and killing more than 2,000 people.
