Police in the Philippines capital of Manila say an explosion outside a college near the presidential palace Tuesday wounded 15 people.
Officials say the blast outside La Consolacion Collage, a few hundred meters from the Malacanang palace, was apparently not related to President Gloria Arroyo's political problems.
Police say they suspect a rivalry among a group of students. A search is under way for a suspect.
