Olympic Swimmer Won't Be Charged

A sheriff in South Carolina has announced he will not charge Olympic swimmer Michael Phelps of the United States, after a photo was published of the 14-time gold medalist smoking from a marijuana pipe.

Richland County, South Carolina Sheriff Leon Lott announced the decision on Monday. He defended his investigation into the matter, saying he could not ignore the photo and that even a hero like Phelps is obligated to obey South Carolina laws. Lott also said no one else at the party would be charged.

Phelps was photographed at a party during a visit to the University of South Carolina last November, when he was taking a break from training. The American swimmer has apologized for what he called his "bad judgement" and said he would learn from his mistake.

There have been consequences for Phelps - he was suspended by USA Swimming for three months and the Kellogg's cereal company will not renew his endorsement deal.
