China Streamlines Government

China's Cabinet, the State Council, has unveiled a government restructuring plan to roll back red tape and reduce administrative intervention business and on social issues.

Under the reorganization, the number of ministries under the State Council will fall from 27 to 25, while several departments and agencies will be merged and reorganized.

State Councilor Ma Kai told the session that some departments have more power than necessary, while in some aspects of governance, they are not in a position to act.

The Council submitted the plan, China's seventh reorganization in three decades, to the national legislative session on Sunday.

Beijing has expressed concern about duplication of functions, overlapping management, low efficiency and bureaucracy, which have allowed cases of corruption and dereliction of duty.
