Russian officials say 23 patients in a psychiatric hospital were killed Sunday when a fire engulfed the one-story, wooden building. Another 23 patients were injured in the blaze Sunday in the southern village of Alferovka.
Emergency officials say some of the patients were elderly and were confused by the fire, hampering evacuation procedures.
Authorities say at least 30 of the patients were bedridden.
A fire at a psychiatric hospital near Moscow in April 2013 killed 38 people.
