Ghana President John Dramani Mahama has directed that cabinet ministers sign a performance contract that will determine whether they stay in office or lose their jobs.
“It is one of the innovations that President Mahama has introduced in order to provide clarity as to what exactly his government intends to achieve,” said Deputy Information minister Felix Ofosu-Kwakye.
“This exercise is meant to remove any doubt as what expectations the president has of ministers and what they are expected to achieve within the period that they are in office,” he said.
Ofosu-Kwakye says the directive is included in the promises Mahama made while campaigning in the run up to the 2012 general election.
“Ministers of state are expected to do a presentation as to what they intend to achieve, how they intend to achieve it and when they are going to achieve it,” he said. “They will now sign a performance contract and they would be expected to deliver on that contract. “After a period, they will be assessed in order to ascertain whether they have been able to keep their end of the bargain.”
Ofosu-Kwakye says a monitoring team has been assembled in the president’s office to evaluate the performance of the ministers to determine whether they’ve met specific targets.
“There is a policy unit in the office of the president that is supervising this exercise, and they will from time to time monitor the performance of ministers and advise the president accordingly,” said Ofosu-Kwakye.
Information minister Mahama Ayariga is among the minsters who have just concluded their presentations. The ministers, Ofosu-Kwakye says, will sign the performance contract after all the ministers complete their presentations.
“Within a reasonably short period, the presentations will be over and we will move on to the next phase, which involves the drafting and signing of the performance contract,” he said.
Ofosu-Kwakye says the president’s directive will ensure the ministers diligently work to improve the living conditions of citizens.
“The president is exacting a higher standard of performance from his ministers,” said Ofosu-Kwakye. “And if ministers perform at full throttle, it can only go to the benefit of the larger Ghanaian population,”
Ofosu-Kwakye denied allegations that Mahama’s move is a publicity stunt.
“The president has said that it will not be business as usual, and that he wants to achieve rapid socio-economic development for this country. We do believe that by doing things this way, we are going to achieve our objective in a more rapid fashion,” said Ofosu-Kwakye.
