MAIL, SOMALIA, AND ALGERIA Once a stable democracy, Mali is struggling to survive as the north falls prey to extremist elements linked to al Qaida. Once written off as a failed state, Somalia shows signs of hope and progress. Jennifer Cooke, Director of the Africa Program at the Center for Strategic and International Studies, and Peter Pham, Director of Michael S.
