But, plans to open the border to civilians were delayed because the two nations have not exchanged lists of people intended to cross. Officials from both sides say the names could be processed within 10 days to allow civilian crossings. Pakistan had proposed to open five crossings in the disputed Kashmir area to facilitate relief work. But India said only one crossing, Chakan da Bagh would open today as the army was clearing the roads at other crossing points. Aid officials say about three-million people in the earthquake zone remain homeless, and many are yet to receive help. Pakistan says more than 73-thousand people died in the October 8th quake.
