He is to meet with Afghan President Hamid Karzai and other Afghan officials to discuss bilateral relations, days ahead of a NATO summit in Lisbon.

His visit also comes days before French President Nicolas Sarkozy is expected to reshuffle his Cabinet.  There is speculation in the French media that Kouchner will not be asked to return as foreign minister in the next government.
