Tourists in Mexico's hurricane-ravaged Yucatan peninsula were expected to begin flying home Tuesday, after spending days in crowded shelters to escape damage wrought by Hurricane Wilma.

President Vicente Fox said Monday that authorities were expected to open Cancun's airport Tuesday. He also said some tourists would be bused to the city of Merida and flown out from there.

Monday night, police patrolled the streets of Cancun to discourage looters. The Associated Press reports some 200 people were arrested.

In western Cuba, floodwaters have begun to recede and authorities have begun assessing damage. No deaths or injuries were immediately reported. Hundreds of thousands of people evacuated their homes before the storm's onslaught. In the capital city of Havana, emergency workers have been using boats to rescue residents stranded by the floodwaters.
