The group's co-chairman, former Congressman Lee Hamilton, told U.S. lawmakers Thursday that the proposals must be taken as a whole in order to be effective.

The bipartisan panel issued the report Wednesday, saying the situation in Iraq is grave and deteriorating. It called for enhanced diplomacy and the withdrawal of most U.S. combat troops in Iraq by early 2008.

President Bush has said he will consider the report, as well as separate studies by other government agencies before making a decision.

Speaking to lawmakers Thursday, the group's other co-chairman, former Secretary of State James Baker, called on both political parties and the American people to come together to support the proposals.
