China Says US Failed to Offer Incentives During Talks

China says U.S. proposals aimed at regulating Chinese textile imports to the United States threaten Beijing's textile industry.

An editorial in Friday's official China Daily newspaper says "things would not have become so discouraging had it not been for the U.S. insistence on terms that, as seen by the Chinese, contain too few incentives."

The editorial says it seems the only possible future scenario is "no solution at all."

The latest round of textile trade talks between the U.S. and China ended Thursday without an agreement.

The United States is considering further limitations on textile imports from China.

Since global textile quotas ended January 1, Chinese exports to the United States have surged.

U.S. textile manufacturers want the government to continue limits on Chinese products through 2008.
