The European Union says it will have at least 140 observers in place for December congressional elections in Venezuela.
EU mission chief Jose Albino Silva said Friday that the monitoring effort has the full support of Venezuela's National Electoral Council.
About 100 EU personal are expected to join 40 observers already in Venezuela for the December 4 vote. The Organization of American States is also sending election monitors.

Opposition groups fear the National Electoral Council is biased in favor of President Hugo Chavez. Some have called for outside observers, while others plan to boycott the upcoming vote.
Mr. Chavez's party hopes to expand its slim majority in Congress to two-thirds of the seats. Such an increase would make it easier to enact changes to Venezuela's constitution.
