The United Nations says the military situation along the Eritrea-Ethiopia border remains "tense and potentially volatile."

A report Thursday from the U.N. peacekeeping mission along the border repeats the U.N.'s assessment from a week ago.

The report says without elaborating that troop movements have been noticed on both sides of the border.

It says Eritrea has maintained restrictions on U.N. helicopter flights and ground patrol movements in defiance of a Security Council demand for the restrictions to be lifted.

The council has threatened sanctions against Eritrea unless the restrictions are removed. It warned of possible sanctions against both Eritrea and Ethiopia if the countries use force to settle their ongoing border dispute.

A two-year border conflict ending in 2000 killed some 70,000 people.
