EU Urges Peru's Incoming President to Strengthen Democracy

The European Union has congratulated Peru's incoming president, Alan Garcia, on his recent electoral victory and urged him to strengthen democracy in the South American country.

In a statement issued by Austria, which holds the EU's rotating presidency, the bloc said Sunday's elections demonstrated once again the strong commitment of the Peruvian people to democratic institutions and values. The EU also reaffirmed its support of Peru's efforts to reduce poverty and improve equality and social justice.

Mr. Garcia defeated nationalist candidate Ollanta Humala in the run-off vote.

Mr. Garcia first held the presidency from 1985 to 1990. His victory in Sunday's election marked a major political comeback for a man whose first term left Peru mired in rebel violence and economic chaos.

The 57-year-old Garcia says he has learned from his past mistakes and promises to better manage the economy. He will succeed President Alejandro Toledo, who steps down later this year.
