Iran is warning the Group of Eight industrialized nations against making any decisions on its nuclear program without first consulting Tehran.

Iranian Foreign Minister Manouchehr Mottaki says because Iran is not attending the group's summit this month, a decision made there could negate progress toward resolving the standoff over Iran's nuclear program.

Iran's top nuclear negotiator, Ali Larijani, meets this week with European Union foreign policy chief Javier Solana to discuss an international offer of incentives for Iran to suspend uranium enrichment.

The five permanent members of the U.N. Security Council plus Germany offered the incentives package. They want Iran to respond before the Group of Eight summit on July 15. Iran has said it will not respond until late August.

The U.S. and many of its European allies believe Iran is planning to build nuclear weapons. Iran denies the charge.
