Electricity and water services in Zimbabwe appear to be on a declining path and most observers see few ready solutions. Power and water are erratic in most of the country, and occasional total electricity blackouts have undermined water distribution.

Reporter Patience Rusere of VOA's Studio 7 for Zimbabwe reported on the dual crisis which experts say can ultimately be traced back to a crisis of governance.
