Lao
authorities admitted that a key objective of a new draft law proposed by the Lao
Front for National Construction was to encourage overseas Laotians, who want to
return home, to take part in the national development.

Mr. Tong
Yeuthor, Vice President of the Lao Front for National Construction said the
proposed legislation was necessary in order to galvanize unity and
reconciliation among Lao people from all walks of life, both in and out of the
country, and in particular to mobilize contributions by overseas Laotians to the national building efforts amid the
rapidly-changing global environment.
The
legislation, which is being scrutinized by the current meeting of the Sixth
Legislature, comprises of 12 sections and 59 articles encompassing organ-izational
structures, role and responsibility, rights and duty rules, regulations and
measures aimed at promoting genuine efficiency in LFNC's work performances,
including the task of encouraging overseas Laotians to come back and take part
in the national building and development.
Under
the new draft law, the Lao Front for National Construction plans to post LFNC
representatiave at Lao embassies all over the world, whose duties will be to
facilitate and assist overseas Laotians who want to return home.
Upon
approval by the National Assembly and officially taking effect, the new law
would authorize the Lao Front for National Construction Front to take a key
role in considering granting nationality to overseas Laotians who want to
return home permanently.
Vientiane's
latest attempt to woo overseas Laotians back home follows a successful model
employed by its Vietnamese ally which, over the past ten years or more, has introduced
several incentives including passing laws that benefit overseas Vietnameses who
wanted to go back and help contribute to the national development.
