Survey: Two-Thirds of Governments Beset With Corruption

Anger over corrupt or ineffective leaders has sparked mass demonstrations and even toppled several governments. A new worldwide study warns hundreds of millions of people still suffer, though, with many having to pay bribes just to get basic services or to stay out of trouble.
