As lawmakers on Capitol Hill consider immigration reform, border security is emerging as a key component. In the last decade the U.S. has spent more than 90 billion dollars to secure its southern border and the Obama administration says the border has never been more secure. There have been improvements in some areas. But, as VOA reports, ranchers in Arizona say those improvements have redirected problems to other areas.
