This report is very suprise. I think (exactly, know from experience) the busy affects the thinking. In our country most people work untill late night, which affect the nation's productivity not good.

I'm not sure of existing the connection between the scarcity and decision making, however, the poverty and the bad life conditions really influence the human's mind and behaviour too.
