Beijing then proceeded to accuse the Dalai Lama of being behind the ‘riots’,  the Tibetans of planning suicide attacks, the monasteries of being weapons storehouses, and the Tibetan Youth Congress of being a terrorist organization.

To counter these charges, Dharamsala has taken the unprecedent and unusual step of forming a committee to try to ensure that all Tibetan action worldwide adhered to a hyper non-violent code, creating a level of uncertainty amongst some Tibetans as to what are the parameters of lawful non-violent action and protest in a free society.
