The Syrian opposition is representing the country for the first time at the Arab League, which opened a two-day summit Tuesday in Qatar. Mouaz al-Khatib took Syria's seat at the meeting and plans to address the talks. He recently had resigned as head of the opposition Syrian National Coalition, but Arab diplomats invited him and interim prime minister Ghassan Hitto to represent Syria.
