Central American Court: Nicaraguan Congress Should Suspend Reforms

The Central American Court of Justice has ruled that Nicaragua's Congress should suspend reforms that would take powers away from the president.

Nicaraguan President Enrique Bolanos, who announced the ruling, said he is pleased with the court's verdict.

The opposition-dominated Congress says that it will ignore the court's ruling, saying the court has no jurisdiction over the matter. The Congress says it will continue to pass legislation that will limit the president's influence in appointing cabinet ministers.

In November, Congress voted to give itself the power to appoint and dismiss cabinet ministers, currently the responsibility of the president. The action is part of a power struggle between Mr. Bolanos and the Liberal Constitutionalist Party that supported his presidential bid in 2001.
