UN Declines to Arrest Zimbabwean Policeman Accused of Torture


United Nations officials have declined to arrest a Zimbabwean police officer, currently a U.N. employee in Kosovo, who has been accused of torture in Zimbabwe.

The international group Redress, which seeks help and justice for torture victims, urged the United Nations to detain police officer Henry Dowa, saying it had information that he tortured prisoners in Harare, Zimbabwe. But a U.N. official in Kosovo said the interim mission has to concentrate its scant resources on cases in the Serbian province.

Britain's Guardian newspaper quotes the director of Redress as calling the U.N. decision unacceptable and as saying he has appealed the issue to Secretary-General Kofi Annan.
