Philippine officials say at least 39 people were killed when an inter-island passenger ferry packed with commuters capsized shortly after leaving port.

Officials say a sudden gust of wind and huge waves overturned the ferry Tuesday as it carried 125 passengers and crew from the central Philippine island of Masbate.

Rescue workers were able to pull 76 survivors from the water, but authorities say they are still looking for at least 10 people.

Officials have not ruled out the possibility that more people could have been on the ferry.  It is common for inter-island ferries to be overloaded with passengers at the last minute.
