Ceremonies Wednesday marked the anniversary of the 2016 Brussels terror attacks that killed 32 people. The bombings came four months after attacks in Paris. As Henry Ridgwell reports from London, the remembrance services took place amid a fierce debate in Europe over security failings that allowed the attackers to travel freely into and within the European Union.
