After a record turnout for the world's largest exercise in democracy, Indian voters are expected to hand a defeat to the governing Congress Party, which has held power for the past decade. Results of the balloting are to be announced Friday. VOA Correspondent Steve Herman in New Delhi takes a look at the ramifications a shift in government could have on relations with India's neighbors Pakistan and China.
