In the last year, increased international sanctions have not slowed North Korea from rapidly advancing its nuclear capabilities. But as VOA's Brian Padden reports from Seoul, unexpected political changes underway in the United States and South Korea have put tensions on hold as Pyongyang tries to assess its new adversaries.
