U.S. Defense Secretary Ash Carter has pledged a full and transparent investigation to determine if U.S. airstrikes targeted a hospital run by the medical charity Doctors Without Borders, known by its French acronym MSF, that left at least 22 people dead. As VOA's Richard Green explains, the tragedy has sparked a wave of outrage among international relief groups.
