The Trump White House and congressional Republicans have resumed efforts aimed at agreeing on a replacement for President Barack Obama's signature health care law. Last month's failure to pass a health care law exposed some real divisions among Republicans in Washington. But any attempt by President Trump to reach out to opposition Democrats is also risky.
