As winter sets in, the United Nations Refugee agency plans to distribute aid to more than 2,700 needy families and internally displaced people or I-D-P's in the western Afghan province of Herat. Many of the displaced come from nearby Afghan provinces, where ongoing fighting and insecurity have made it impossible to remain in their homes.
