South Korea: New US Law on North Should Not Be Allowed to Hinder Nuke Talks


South Korea's foreign minister says he wants to be sure a new U.S. law promoting human rights for North Koreans will not interfere with efforts to resolve the crisis over Pyongyang's nuclear ambitions.

Ban Ki-moon says Seoul will cooperate with the United States to make sure the law does not harm relations between the two Koreas, or six-way talks on North Korea's nuclear program.

The U. S. law, which was signed Monday, authorizes spending millions of dollars to help North Korean refugees and establishes their right to seek asylum in the United States. It also calls for increased transparency in humanitarian aid to North Korea.

Officials in Pyongyang have condemned the measure, calling it an attempt to bring down the North Korean government.
