Russian House Speaker Opposes Third Term for Putin


The speaker of the lower house of Russia's parliament says lawmakers will not change the constitution to allow President Vladimir Putin to seek a third term in 2008.

State Duma Speaker Boris Gryzlov made his comments Tuesday in response to calls by a non-governmental organization in southern Russia to remove constitutional provisions limiting the president to two consecutive terms.

Mr. Putin has repeatedly said he would not seek the constitutional change. But various Russian politicians and groups keep raising the issue.
