As President Bush prepares to announce a sweeping reorganization of homeland security, Federal Bureau of Investigation Director Robert Mueller is promising reforms to his agency to better prevent future terrorist attacks. Mr. Mueller testified before Congress.
Mr. Mueller says his agency needs more money, agents, and a different strategy if it is to transform its mission from reacting to terrorism to preventing terrorism.
He made his comments to the Senate Judiciary Committee. "These changes, which include new resources, new analytical capability, and new technology, are critically important to doing our new way of doing business," he said.
The panel is also to hear from FBI agent Coleen Rowley, who has complained that bureau headquarters impeded an investigation into suspected terrorist Zacarias Moussaoui.
The hearing follows news reports saying intelligence agencies mishandled information about possible terrorist activity before September 11.
