UN Envoy: Guinea-Bissau Vote May be Delayed

The U.N. representative to Guinea-Bissau says the troubled country's elections, scheduled for November, may have to be delayed.

Addressing the U.N. Security Council, Special Representative Jose Ramos Horta said financing and logistical issues may cause a delay for, in his words, "a very short period of time."

He said a short delay would not create new problems but warned that a longer wait could "destabilize the political situation."

Guinea-Bissau has a history of coups and political instability. Soldiers seized power in the West African country in April 2012, and constitutional order has yet to be restored.
