Suicide Bomber Kills 14 in Afghanistan

Afghan officials say a suicide bomber has struck outside government buildings in northern Afghanistan, killing 14 people -- including a local politician.

Police said the bombing targeted the head of the provincial council, Rasoul Mohseni, as he entered the headquarters of the Baghlan council on Monday. He was among those killed.

President Hamid Karzai reacted swiftly to the blast, calling it an act "against all human rights and Islamic teachings."

The attack came just hours before President Karzai embarked on a trip to India, where he is expected to ask for help in strengthening the Afghan military and security institutions.
