US to Propose 'Net Neutrality' Changes

The Federal Communications Commission is set to propose new Internet rules on "net neutrality" that would allow Internet service providers to charge content companies for faster delivery of their services.

FCC Chairman Tom Wheeler is scheduled to present the proposed rules to commission members on Thursday.

The agency also will propose enhancing government oversight of these charges to ensure they do not harm competition or limit free speech.

Policymakers, Internet providers and content companies have fiercely debated "net neutrality'' rules because consumer advocates say giant companies could limit consumers for freely accessing certain types of content without regulation.
