23 Missing as Typhoon Utor Hits Philippines

A powerful typhoon has made landfall in the Philippines, dumping heavy rains across mountain villages and Manila, the densely populated capital.

Typhoon Utor slammed ashore Monday morning with gusts of 200 kilometers per hour.

Families have reported 23 fishermen, who were out at sea when Utor hit, have failed to return home.

The Philippines weather agency says Utor is this year's strongest storm.
