VOA Spanish: What happened to multimillion-dollar aid fund for Venezuela?

The government of Nicolas Maduro and the opposition agreed on a humanitarian fund that would manage $3 billion of Venezuelan resources frozen abroad, but the fund never materialized amid political and electoral tensions.
