Torture Use 'Systematic' In Many Countries, Says Amnesty International

Governments around the world are failing to keep the promises they made in the 1984 UN Convention on Torture, according to human rights group Amnesty International, which is launching a campaign titled 'Stop Torture'. In the 30 years since the agreement was signed, Amnesty says many countries are using torture systematically on a vast scale. Henry Ridgwell reports for VOA from London.
