With the COVID-19 pandemic forcing quarantines and lockdowns globally, the world’s homeless face a unique set of risks of exposure. In Russia, a forbidding climate means life on the street is tougher than in most places, forcing the homeless — and aid groups that help them — to adapt to the times and Russian bureaucracy.
