Republican Rand Paul Launches US Presidential Campaign

Kentucky Senator Rand Paul has become the second major Republican to announce his candidacy for president. Paul, a libertarian, is a favorite of the conservative Tea Party movement and has at times clashed with leaders of his party. More from VOA National correspondent Jim Malone.
