The Obama administration is considering whether to provide defensive weapons to Ukraine for its fight against Russian-backed rebels. The West has been providing only humanitarian aid and nonlethal military supplies. Along the former cease-fire line, Ukrainian troops are holding on but are outgunned and taking heavy casualties.
