As relations between Washington and Havana thaw, two small U.S. companies that want to build tractors and distribute food in Cuba must still jump bureaucratic hurdles to set up the first new U.S. business operations Cuba in decades. American investment has been blocked by the decades-long U.S. economic embargo against the communist nation, but now there is a loosening of some restrictions.
