Philippine Areas Returning to Normal in Wake of Typhoon Hagupit

Typhoon Hagupit has been downgraded to a tropical storm, but it is still slowly tracking northwest across the Philippines Monday, dumping heavy rains. VOA’s Brian Padden reports from the island of Cebu, where cleanup and relief efforts are under way.
