In May 2021, Nigerian lawmakers proposed a bill criminalizing ransom payments to kidnappers. The bill was seeking to amend the Terrorism Prevention Act of 2013, which would outlaw the payment of ransom to any abductor, kidnapper, or terrorist and would also impose a 15-year prison sentence to those found guilty. The bill was recently dismissed after criticism by relatives of kidnap victims. VOA’s Amina Aliyu speaks to Kabiru Adamu, security risk management expert of Beacon Consulting in Nigeria, about the kidnapping crisis in the country. He discusses the challenges that governments face in combatting the surge of kidnapping and the controversial ransom ban.
