Russia Snubs Programs Aimed at Curbing HIV, Critics Say

Russia's health minister says the spread of HIV, the virus that causes AIDS, has become “critical” in 10 Russian regions, bucking the Europe-wide trend of shrinking rates of infection.  Critics say Russia’s HIV epidemic is due to its aversion to effective harm reduction programs like clean needle exchange and opiate substitution programs, instead focusing on abstinence.  VOA's Daniel Schearf reports from Moscow.
